Respected Sir,
This is with reference to Excess bill for the month of August 2017 (Bill enclosed as Annexure A), that the bill that has been sent to the undersigned for the month mentioned above is not matching with the reading in the meter.
Before come to the point, I would mentioned that the LM namely Bashir Ahmed Khoso, came to the street and informed the house owner to convey his message that undersigned (consumer) will be charged Detection Bill/Excess bill in the next month. when the owner of the house informed me about the behaviour of Line Man, I asked the owner of house to ask Line Man to meet me personally and make me understand that what actually he wants to say. But he refused to meet me, after that undersigned make calls to his mobile number, again repeating same behaviour, he did not respond.
Keeping in view, undersigned approached the high up of the line man, office of the SDO, namely Shah Muhammad Bajkani. Undersigned found officer’s unavailability in the office. On the very next day, undersigned again reached the office of the SDO, but like the day before, He was not available in his office to deal with public matters. days gone, but the officer was not present in his office for an hour.
After experiencing such behaviour, negligence and carelessness of SDO toward the public matter, Undersigned approached the office of the X.E.N to resolve the matter as earlier possible. X.E.N, namely Zaheer-ud-din Shaikh, such a lethargic and ill attitude person, having no sense of official decorum, he does not even know, how to talk with respectable citizens and their consumers.
After, ill attitude and arrogant nature behaviour by X.E.N Zaheer-ud-din Shaikh, Undersigned visited his office again and again to resolve the matter. but, it was concluded by him, not to resolve any consumers matter and to enjoy the benefits of his post/cadre. in addition to this he tried his best to compel undersigned for bribe to resolve the matter.
Keeping in view of XEN behaviour and bribe talks, Undersigned approached office of the Superintendant Engineer, (S.E) namely, Mola Dad Khan Niazi, with complaint that no of his subordinate sits in their offices for public dealing. After reaching S.E office, it was found that here is also the same practice is being observed. After some personal investigation, it was found that S.E is given additional charge of Division Dadu as well. Due to this S.E does not sit here in Larkana. After some reliable sources it was found that S.E was getting bribe in Division Dadu, and enjoying his life better in Dadu than Larkana. After public procession in Dadu against corrupt S.E. He was permanently posted at Larkana Division on 26th October, 2017. After his permanent posting at Larkana, undersigned visits his office till date, but no action has been taken against subordinates and no any proceedings over undersigned matter to resolve.
Sir,
Undersigned is suffering since August 2017, for genuine issue to be resolved, and feels quite uneasy because of the administration and the staff of SEPCO, Larkana. It will be suitable for undersigned, not suffer from any problem.
You are requested, kindly, to look into matter seriously and direct concern person to inquire such kind of behaviour and bribe taking matter. Undersigned shall appreciate if this matter of unfair excess billing is resolved at the earliest.
