Const. P.246/2012 was in High Court Sindh. I was exonerated in First Enquiry. On my Request dated 23-06-2000 decision of First Enquiry not provided to me by PRCL. Then 2nd Enquiry was started by EO without appointment of E O by Competent Authority. I requested to EO to provide me the 2nd Enquiry Officer’s appointment letter which was appointed by Competent Authority but not provided. In the result of 2nd Enquiry I was awarded punishment 4 stages down pay scale.
HCS decided Const. P 246/2012 on 30-04-2014 for fresh Enquiry within one month period subject to various conditions but Enquiry was not conducted per HCS Direction. Again I approached to HCS and HCS discharged my CP-246/2012 without any reason. I once again lodged new const.p. 1708/2019 in 2019, which is still pending. Is this is a speedy justice? I am in courts from last 18 years (since 2002).
