There was no contact number on package

The side of scanning material was half cutted
I am a working lady and receive many parcels a day.Therefore also received this parcel and paid 1299 Rupees. BUT when I opened the parcel a used,smelly and dull colour jacket was there.
Now I want my money back. Please track this company as soon as possible and punish them according to their punishment and make sure that they will also gave the money back to the victims
