HESCO / Irresponsible behaviour of staff and illegal deduction charges

A deduction bill of about 2000 rupees was charged in last month and 3000 rupees in this month against Ref#0156100, Acc#033374330156100.
The user is a rakshaa driver with 2 fans and 2 energy savers in his home. As its winter (and also due to load shedding) and therefore energy usage is very low. But the HESCO staff demands atleast 50 units to be consumed/month. What a illogical behaviour towards his consumers.
Current and previous reading is 15018 and 14991 respectively and its the same on bill and on energy meter also. But the bill is showing “baqayajaats” which has become a havoc burden on downtrodden rickshaw driver.
When he visited more than 3 times his near HESCO office “SDO-Samaro town-District Umerkot” he got no solution from there and with harsh words of staff members that “You have to pay it and it will not be next time”.
Now he is thinking to leave to be the consumer of HESCO.
It is my request to the officials that please stop charging the over billing / deduction charges on your consumeres and resolve the issues of your consumeres instead of putting them in trouble.

Please resolve the issue of this consumer (Ref#0156100 and Acc# 03374330156100) and remove deduction from him and issue him the current actual charged bills.
